Pull until something gives. Pliers are quicker but might damage your tires. I have also found that using Snap-Ring pliers inbetween the tire and the tractor work fairly well without to much damage.

I try and reuse the original ones, if not I use a long wood panel nail and just put glue on the end making sure not to get it on the tires.
