I do rims the same way I do everything else. Prime Paint Dull coat if necessary install.

I've always been a fan of rustoleum's primer if you use spray paint.

The most important part of painting Ertl plastic rims, is to clean them. Get an old soft bristled tooth brush, some dawn dish washing soap (or any detergent soap) and scrub them.
I usually put some Dawn in warm water then use the tooth brush to scrub the rims with it.
Clean them, allow to dry, then primer/paint.
Krylon for Plastic's is a good investment for primer.
Let them sit for 48 or more hours. The paint must cure or it will flake off.

Like Chad said, Clean, prime, and a quality paint. Shouldn't matter what you are painting, it should be cleaned off. Warm water would be best for the plastic rims. You can prime if you want, but don't have to always, although it is a good idea. Sand it just minor for a smooth surface. Afterwards paint it, I always use OEM if I can, but Rustoleum is also very good product. Let it dry good and long and then weather and dull-coat if you want to. Put the tire back on and place it where you feel.
